Job Summary:

The Accounting & Finance Manager is accountable for the accounting and financial operations of the Authority. This includes the production of periodic financial reports, maintenance of an adequate system of accounting records, and a comprehensive set of controls and budgets designed to mitigate risk and is also responsible for cash management and risk management. The Accounting & Finance Manager is also responsible for enhancing the accuracy of the Authority's reported financial results and ensuring that reported results comply with General Accepted Accounting Principles.

Responsibilities: 

Financial Leadership

  • Provide insights and recommendations in areas of expertise to drive effective decision-making.
  • Establish and improve processes and procedures that comply with policies and maintain strong internal controls.
  • Collaborate with other leaders to support organizational goals and mission.

Financial Reporting

  • Prepare and present financial reports to the Board of Directors.
  • Prepare corporate financial statements in a timely fashion.
  • Generate monthly reports, including accounts payable reconciliation, accounts receivable reconciliation, cash flow report, and balance sheet audits.
  • Production of the annual budget and forecasts.

Full-cycle Accounting

  • Supervising the day-to-day accounting operations, including payables, payroll, and receivables.
  • Responsible for the month-end and year-end close processes, ensuring accuracy and timeliness.
  • Responsible for the reconciliation of bank statements and other financial accounts.

Administration and Compliance

  • Ensure investments follow the Authority Investment Policy and Public Funds Investment Act (PFIA).
  • Maintain financial controls and procedures for the accounting and finance department.
  • Provide Auditors with requested accounting materials.

Cash Management

  • Manage the various ledgers, including cash disbursements, cash receipts, payables, month-end payroll summary, receivables, checking accounts and journal entries to adjust the general ledger.
  • Tracking and recording of bond funding accounts.

Team Management

  • Manage all accounting and finance functions, assignments, staff of 1-2 employees, and prioritizes, as needed.
  • Assign financial responsibilities in consultation with the Director of Operations and/or Executive Director.
  • Oversee accounting and financial services consultants/contractors and track consultants/contractors work efforts.

Communication and Stakeholder Management: Strong verbal and written communication skills, with the ability to explain complex financial information in an understandable way to non-financial stakeholders.

 

Job Requirements: 

  • Strong written and verbal communication skills.
  • Ability to provide professional accounting services.
  • Proficient in MS Office Suite or related software, budget creation and analysis software and advanced knowledge of QuickBooks.
  • Strong managerial skills.
  • Strong organizational skills and attention to detail.
  • Thorough understanding of budgetary and accounting principles, practices, and policies.
  • Public/Non-profit organization experience preferred.

 Education and Experience: 

  • Bachelor’s degree in Accounting or Finance, with a minimum of 5 years of experience in accounting; or a relevant master's degree with 2 years of experience in accounting.
